Jesse_070296 is a Canadian Moderator who now lives in the United States. While on runsafe Jesse will mainly be in charge of handling event feedback and giving it to the admins, also he normally watches player behavior. Jesse is widely known on the runsafe server for being a nice and respectful player. Even when you think Jesse is not watching he may be so watch yourself. If for some reason you can't find Jesse you can find him either playing on his Xbox 360 or maybe uploading videos on his Youtube Channel.
